I think it's the battle system, combined with the relatively slow pace of the story.
Battle System: An interesting idea, but everything's either super-slow, or frazzling. Cure takes a good ten seconds to use on your party, even when outside of combat. It takes a little less than an age to get somewhere. You never really get the sense that you're progressing, in terms of character strength or in actual movement.
Story: It's just slow. There are plenty of new characters introduced, and it seems like the sort of plot (so far) that would make a great book, but hopefully, not a very long one. The world isn't like FFX, which was incredibly new and prompted all sorts of new ethical and moral questions in regards to death. This is just a different world. Same political systems. Same familial systems. The overwhelming bad guy is just a political dude that's in power because your country went under.
Character-wise, FFXII is almost as strong as FFX in a few respects. Balthier and Basch in particular are incredibly intriguing.
