In the manga goku overpowered Frieza completly effortlessly after going SSJ, they changed it slightly in the anime though to make Frieza put up somewhat more of a fight against Goku to make for more intresting TV. I would suspect that, at the 6,000,000 mark, Frieza actually said he was at 50%. That automatically determines his max power level. However, that doesn't mean he ever makes it to his max in the show/manga. He probably couldn't hit his max after getting owned so hard by Goku, making his 12,000,000 max powerlevel only theoretical.
