Most def. It just seems pretty amorphous in its current state. It's like saying the American and National Pro Bowl (football) teams are actual "teams." They're a team in the sense that they are a collection of players, but they lack many of the qualities by which we call most things "team." We're a "culture" in that we are a physical cluster of people with certain similarities amongst us, but we lack most of the qualities by which humans tend to associate "culture." A lot of people call America a melting pot, but I disagree. In a melting pot, many ingredients go in and one new substance emerges. We're more like a tossed salad.
