I reckon we should be given the option to power up or not as we're entering a fight, when both people know who they're fighting. Otherwise winning and losing becomes pretty much guesswork. It would make more IC sense, too. Like, I can't see in a fight Rad saying "damn, he's too strong, I could go SSJ and pwn him easily but there's a mysterious force stopping me." >_>
