You can't get Ki Sense 2 without getting 1 first.
If you're on Earth for three weeks, you get Ki Sense 1. I suppose if you stay that fourth week, and meet the mental requirements, you would get Ki Sense 2.
If you've been on Earth for four weeks, then sure, you can have Ki Sense 2.
