To get Oosaru, must I just be on the Vegeta-sei for two weeks, or must I roleplay training? Is there a certain thing I need to be doing while training or is it up to me?

You can RP your character however you wish.
Yes, you must be active on Vegeta-sei for two weeks, to obtain oosaru. You get 14 TP each week for your training, the only exception is if you fall into MIA. Other than that, just RP, stay active and you'll be fine.
