This has been suggested before.
Staff believes that it's better not to, just because when a general word count is given, people generally won't go above and beyond that. Plus, some people wouldn't be able to accomplish a goal in that amount of words, with poorer RPing skills, etc.
It really boils down to - everyone's different, and word expectations kind of limit your potential.
