Evading the sensor? Not really. It actively blocks your energy output, while also sensing for weaponry. Its a planetary thing, you can't hide from it. That'd defeat the point of the planet.
Underground world... I could see some "underground" type people going to the planet, but with the security and all, noone's going to be doing any trafficking and pirating and such. That's more Mercy's line of work. Thing of this planet as the "good guy" version of Mercy when it comes to that end.
Alcohol is allowed in their pubs, although it isn't nearly as strong as the fabled drinks of Vejita-sei. Drugs are confiscated at the door though, but lighter things like cigars and such are allowed (just say they took yours in order to check them for other materials).
Pirating is best sent to Mercy and Frost, as this place is more friendly than that. Its like "utopia" and "heaven" type place.
Bars are around, but bar fights and such tend to be dealt with severely (depending on who you are though, as some enjoy it as a pasttime like Dimiras but don't do it often enough to be a problem.)
Security... Not sure what the Dogs reference comes from, so I can't say, but I guess you could say HL2, although that's a bit darker than I imagined.
The guards and such can use guns and Ki for their jobs, but only strictly for job purposes, similar to people training under a sensei for that same reasoning. As for guns on the blackmarket, I guess they could somehow get in, but they wouldn't get very far before being dealt with. People tend to all work for the planet's benefit, and if you are seen as someone not willing to contribute then you are removed from the planet.
