Raven's Bluff
Almost as large a port city as Tsurlangol itself Ravens Bluff is one of the richest cities of the Vast. This is due in part to the stability it offers over Gateway, and its far larger acceptance of adventurers. The Government has made adventuring a sort of income by encouraging shops to deal in rare magical items, temples to offer cheaper rates for revival and healing, and even setting up Bounty Boards for people to post their problems and mysteries so wouldbe adventurers can find their latest quest. Perhaps this is due to the fact that Lord Charles O'Kane, head of the city, was once one himself.
Militarily it relies on the large number of capable mercenaries and adventurers in its city to defend from orcish raiders, while spending most of the gold on maintaining one of the largest and most advanced Navy in the Sea of Fallen Stars, while completely dominating The Dragon Reach.

When in doubt: It was sarcasm.
