It's very coincidental that you wanted to switch and then you suddenly go inactive. So far you haven't proven that you can stick with one character, no matter how much you seem to initially want them.

So here's what I'm going to do. You want a new character so bad, you can have one. Here's the catch: you're not allowed any switches whatsoever in the future. If you go inactive, and your character is taken, you're SOL, you don't get another one. You're going to have to put some effort into keeping him. You'll keep your Coola roster stats and items. I have it saved. If you can prove to me that you can show dedication to a character by committing to his development (regularly roleplaying and giving him depth), at the time of turnover, whenever that may be, I will let you switch over to a custom. Once. As in, you can have one custom, and no more switches after that.

So pick a character you can live with. Think real hard. This is a one-time thing.
