I once went on a rampage through Area 69 in a golf kart, before driving it up to a tank, climbing on top of it, and opening fire on the encroaching soldiers with the anti-tank gun thing for a while, before stealing the tank and driving it (and whatever vehicles I needed to commandeer on the way) all the way back to CJ's house in downtown Los Santos, just because I could.
If they took the random idiocy like that out, I think the game would lose a ton of it's appeal.
Read the interviews from the creators of the game. It's a lot more story driven. Also, in this game, you can't take fifty shots from a machine gun and live. It's more realistic.
