Excuse me posting in a staff thread, but I believe the old ruling was that a permanent tube just connects two planets. I'll try and dig up an old thread, but no promises.

Having a TPT is nothing like having the teleportation ability. For one, you'd have to pay the TPT cost to teleport from a planet to your base, it gives you no advantages during a fight, and you have to be in your base to use it.

Yeah, for the sake of using Magic terminology, and I hope someone understands what I'm getting at here, you are basically getting the same affect, in theory, but one is at Sorcery speed and the other is at Instant speed. What I mean by that is that while they seem to be the same exact affect, in application they have different uses. Similar to KK and IT. They both "Go somewhere" but in different ways and have different advantages.
