Torment - Using her glowing blue eyes, she traps her opponent in an illusionary world, which she is in control of. This, meaning she has control over the scenery, and the type of torture she wants her foe to go through. In the illusionary world the tormenting can last up to three months, but only ten seconds will pass in reality. She can either physically torture them, or mentally. Once the tormenting has finished, the opponent becomes traumatized, resulting in a down effect in their battle performance against her. This technique, immensely drains her ki.

Chains of Hell
Sort of another manipulation of her Hellfire Blade, the Chains of Hell are an amalgamation of ki energy, formed into links, for as long as the weilder wishes. These chains can in turn be used for binding up an opponent, a quick escape, or a means or transportation over short distances where flying isn't an option (Bridge or similar contraption)
In addition to just the links, the weilder can also call into existance from her own ki, a ball. (See this picture for a sort of representation) In that picture, as you can see, the ball that GoGo is holding, along with the chain attached to The Bride's sword. (Gogo is the darker haired one) That's pretty much teh effect I want going on for this move, except completely made of the same energy as her Hellfire Blade.
Oh, should put a stopper in here. Without the right concentration, the ball and chain can dissipate, become brittle, etc, causing the victim to be able to escape its bonds.

Pouring points you haven't spent in ages into intelligence is fun. On that note, how does this sound?
Ki Parasite ?
Seventeen crafts a small concentration of energy in his hand and hurls it at his foe. In the event of contact with another being, the ki projectile does not explode, but it instead latches onto the target?burning away fabric and armor as it attempts to seep partially into the pores of their flesh. Once it has a hold on its foe, this energy ?blob? will began to siphon ki from its host. If given the chance, the parasite will gorge itself until it explodes (which can be quite a nasty blast due to all the energy stored up inside the parasite). Fortunately for the afflicted, the parasite can be destroyed with a blast of energy; however, the usually small size and painless nature with which the parasite eats ki helps to increase its longevity.

Do you have telepathy? And I would definitely say no to using that on PCs. I'm very iffy on it anyway. It's a definite no if you don't have telepathy.

I'll need a higher-up to help me out here, I'm really not sure. My say would be a yes, so long as you promised not to god-mode it and only used it on NPCs, and PCs WITH PERMISSION.

1) Solar Endowment: By utilizing the power of the sun (or any nearby source of solar energy) Uub can replenish lost energy or create ki blasts using the sun's energy while saving his own reserves. This skill is useless at night and less effective during winter.
2) Repartee of the Abyss: Uub launches a large, plasmatic ball of ki into the earth. Underground, the ball seperates into many smaller orbs and the smaller balls of ki position themselves under the enemy. Uub can then send them launching up out of the ground directly under his foe, a covert bombardment.
3) Split Decision: Concentrating his energy into a corporeal substance, Uub can make many, many different mirror images of himself. Though these are physical to the touch, they aren't capable doing very much, if any damage. Mainly used to distract the enemy.

Advanced Solar Flare:
Shimmering ki, in the form of a tennis ball, forms in the woman?s palm. She hurls the ball up into the air. It then expands, shining like a replica of the sun itself, brightening even a dark sky. The woman then soars into the sky, back facing the emitted light. She then performs a Solar Flare, opponent temporarily immobilized by the blinding light.

I don't know if I have the authority as just a Story Guide to do this, but I don't see anything wrong with Bulma's Solar Flare best move, soooo, approved? If I'm overstepping my boundaries someone can feel free to step on me and set things straight.
Onto Bebi: Ever since the last Bebi, I believe that we have prohibited the Bebi character from infecting other characters. I don't know the whole scenario, but he did something moronic, and all the future Bebi's had to pay. Based on that logic, you're going to have to decide on two new moves (your solar flare-esque move is fine in my eyes).
