It's definitely going to be top-lane standard, yeah. Might displace Merc Treads as the 'default purchase' boots.
Judging from the wording, Tabi won't lower Udyr's skill damage, just his aa's.
Depending on the potency of the new Tabi, might well make on-hit items more desirable for non-IE aa-ers.
EDIT: Will Ezreal Q's and Gangplank Q's count as 'basic attacks'?

Nah those two are abilities that proc on-hit effects. They shouldn't be affected.
Also I don't think it will affect the damage of GP's passive, since it applies a dot effect which is seperate from the damage of an auto attack hit itself.
What I find interesting is that it'll effect a lot of the top lane bruisers who are less aa focused roughly equally if you both get them (at least in lane phase), as you're both reducing each other's damage by the same amount.

It should be a nice way of mitigating the basic 'melee vs ranged' dynamic in lane. It's really lame to be frumbled in lane just because the other person has range.
Won't be significant enough to render it a non-disadvantage, but will hopefully take some of the edge off.

I don't think its going to single handedly remove Riven from contention. Not really going to address Renekton's W nor Wukong's Q because that entirely comes down to seeing it in action and knowing that - unless this is the end of the world - they will just adjust it if there's a problem. Udyr has already been addressed, but as far as it just shutting down Pantheon and GP, I disagree. I think the dmg you might be losing from that minor amount is more than mitigated by lack of Merc Treads (Tenacity for all of the above character's stuns that ENABLE them to autoattack like that) that will also hurt them later in the course of team fights.
Really, I don't think Ninja Tabi becomes "The new default purchase" so much as it gives Merc Treads a possible contender to pick between (with the very occasional Move3 purchase). I would definitely not call that "less variation" because Merc Treads were more or less THE boots to get, even after they added new Tenacity items and then BUFFED THEM to try to deal with that. Ultimately, both will be mitigating a bit of dmg from their chosen direction.
Also, looking at it from the angle of "it completely negate's Plank's E" might be slightly skewed. Plank's E will still likely let him outrun whatever freakin' boots you bought so he can get more free hits in and reset his passive, still netting him free dmg. In that scenario, I take the side that "Plank's E essentially negates the dmg loss from Ninja Tabi".
And just to clear it up... GP's passive is not "an auto attack" nor is every AD caster ability that hits for physical instead of magic. Just because a move scales on AD rather than AP, even if it procs on-hits, doesn't immediately code it as an auto attack.

Pantheon's E passive (especially in early game close match-up scenarios, his E passive is VERY important) and in-lane auto attack poke is still going to be greatly diminished. He's not just simply a Q machine. Also, with the dominance of Ninja Tabi as the top-lane standard unless other team runs full stun comp or double AP, every top lane will end up starting cloth and 5 pots, which will hurt just about every top laner that doesn't scale with farm as well as the likes of Nasus, Udyr, GP, Irelia or Tryn. If Pantheon, Renekton, Riven can't get those early kills up top, they will pretty much fall behind in the longer run of the game. And all of that utility on Ninja tabi for 850? That's quite ridiculous.

If the numbers are drastic enough to make Riven/Renekton/Panth unplayable, the meta as a whole might well be shaken up.

I'd put money that the meta will shift regardless simply as an overreaction to the new boots.
I don't think they're going to be particularly amazing. Of the champs Zhu mentioned above, I only see it actually applying to Ren's W. All the other damage he mentioned comes from a skill, not an auto-attack. Like Riven's passive, for example, isn't AA damage. It's damage that is triggered by an AA. Still skill damage and won't be affected by Tabi.

How do you build both of these? What skill do you get and max first?

Standard caster runes/masteries.
Standard top lane bruiser runes/maseries.
Caster Sion: R>W>Q>E
AD Sion: R>E>Q>W or R>E>W>Q
Caster Sion build: 2 Dorans, Sheen, Boots of Mobility, Deathcap, Sheen -> Lichbane, Void Staff then situationals
AD Sion build: 2 dorans, zerk greaves/boots of swiftness/boots of mobility/merc treads/ninja tabi, two zeals, Infinity Edge, Zeals -> Phantom Dancers, QSS (100% must), GA or Atmas.
AD Sion requires a lot of last hitting to become amazing. AP Sion is very easy to farm as. Basically once you get your Needlessly large, you can blast through an entire wave of minions.

They absolutely will be used. 10% basic attack-damage reduction is not minor.
They won't be op/standard/omfg-must-buy.

I'll be shocked if Nashor's is going to see more use. The item was pricey, but the problem was the stats. The only decent stat you get out of it is the amount of CDR. It's a minor amount of AP, negligible MP/5 (which most people consider a waste-of-money stat anyway), and a chunk of AS. The AS is bad because all of your other AS items come with much, much, much better effects for the cost (Wit's End, Phantom... hell, even Malady) and there are very few champions who benefit from that combination of stats. Even for the champs where it's an understandable purchase, there are better items to get.

They buffed Vlad into godmode. Tides of Blood stacking with like almost no hp loss, that's like wtf, and Hemoplague buff realdiculous. Shit's scary.
