I have no idea. There's nothing in the code that looks like a rules manual, so we'll just have to note it when it happens.

It is supposed to be that you can only attack people within 10% of your population, but I think the tool-tips are backwards and you can attack anyone within 90% of you.

Idk where I got them, I was confused =(. I think it's 90, because I've attacked some really small targets. Without shame, might I add.

Any way to fix that? It's terribly unfair.

Yeah, it was the complete opposite of what I wanted, since apparently the tooltips are backwards. BUT HEY THAT'S GOOD FOR CHRIS BECAUSE OTHERWISE IT'D BE BULLSHIT!

So yeah, the people just spending every single turn on soldiers and nothing else can still mostly attack the people that just create an account.
