Background

He was born in the Hidden Leaf Village, where he attended the Ninja Academy. He quickly became friends with Joe Smith. The two of them became Genin and were assigned to the same team. During a mission, Joe did something that allegedly caused Nez to lose his left eye. Now he's all made at Joe and stuff. Whatever Joe did left Nez scarred for life.

Yeah, that looks fine.

Well, that jutsu's rank is still off. I guess it could be C-rank since if it were B-rank it'd need a flaw, and I can't really think of a way to flaw that kind of technique. It forces your character to remain in one location already, so that's a type of flaw =P

Oh. I actually meant to delete that jutsu. I was mostly asking about the stats. I have no idea what I'll do to try and come up with a jutsu. Its hard to come up with offensive earth jutsu.

Oh, well, most earth-type techs seem to be defensive or indirect. Check out http://www.leafninja.com for a full list of all the jutsu. They even have a color-coded list for Ninjutsu so you can easily check out the brown-colored earth-types, and special notes for anime-only and movie-specific ones. Also, you don't have to go with earth or any of the elemental manipulations if you don't want to. :E

The anime just started getting into the elements stuff. Kakashi's little narrative about the different elements definitely helped.

So, I was actually making another character (Water-based, this time; I love being thematic) and still was a bit unsure of how to cost jutsu. I get that most of them, if they require an element, are going to be really cheap. I just wasn't sure where you were drawing the line for the "power" part of the jutsu. So instead of trying to use abstract examples, here are the four jutsu I was going to give the character:

Projectiles of Water Technique - This turns water into either a shuriken or kunai. The shuriken are faster forming, but less effective than kunai, but kunai take a couple seconds to full form. Requires actual water.

Dragon Tail Technique - Using a supply of water, the user creates a single whip of water with a sharp point at the end. This can be used to either whip or stab an opponent. Requires actual water.

Vortex Shield Technique - A floating disc of water is created in from of the user. This disc then begins to spin at extreme speeds. Though anything can pass through the water, the spin is enough to throw projectile weapons off-course and the shield itself can be used to defend against certain elements (I was thinking fire and lightning). Requires actual water.

Grand Waterfall Technique - This is the attack that Kakashi used to beat Zabuza the first time they fought. It creates an immense torrent of water that blows away the opponent. It seemed to be pretty uber in the anime.

So there we go. I assumed those would all cost 1 point, but then was unsure about the last one. And I was actually going to try and push for the first one to be free, or E rank; the idea was that instead of carrying around tools and weapons, the character would carry around a bunch of water (similar to Gaara, now that I think about it).

I also wondered if "requires actual water" was a sufficient flaw for "flawed" water jutsu.

I don't think there are any E-rank elemental skills. At least I haven't seen any. Since ranks are attributed by performance difficulty I'd assume that anything using nature manipulation would be at least D-rank.

Water techniques have the built-in characteristic of requiring a water source, with exception for characters that have water affinity being able to make water from pure chakra, so that can't be a separate flaw. Sorry ;x

The water projectiles would probably be a free skill. The closest canon jutsu I can match it to is Gaara's sand shuriken, but there's no official rank for that. I'd just say it's D-rank and call it a day.

I wouldn't allow the vortex shield. Flying elements are restricted to godly bloodlines and other overpowered abilities: Haku's ice and Gaara's sand, Sai's paintings and Deidara's figurines. It's just that the ability to fly (even if it's just the element) can become so unfair that only a few major characters get to use it, and even then it's only when it will directly suit the plot. Also, there's already a defensive water jutsu, and although I don't think it's ranked I'd say a non-affinity version that uses normal water is C-rank, an affinity version that uses special chakra-water is B-rank. 1 point.

Since Grand Waterfall is a canon jutsu it's automatically permissible. 1 point. Good luck inventing a decent flaw without ruining it, though :E

So projectiles is free, vortex is a no go, waterfall is one point plus rank, and what about the dragon tail?

Would that one need a flaw, too?

Oh, I skipped right over that. And that's the one I wanted to talk about. Whoops.

It's pretty close to a series of jutsu: Zabuza's Water Dragon Projectile, Kisame's Water Shark Projectile, Itachi's Water Fang Projectile. They all seem to be the same basic concept with a different shape. Since Zabuza's is officially B-rank we'll go with that. 1 point.

This also raises the idea that drives this creation system: you can have techniques which are similar to one's from Kishimoto's story, but with a special shape or trick that's unique to your character. Skills are learned from family and other mentors or are self-taught, so it's not like there's some ninja university that teaches a uniform way to perform a jutsu.

Kishimoto is the author of Naruto.

Hrm, I don't watch the anime. I'm tentative about anime/movie jutsu because they're typically grotesque, abusive skills since filler characters have to be able to trump the main characters' junk so it's exciting. On the other hand, canon material usually has more thought put into it, and even the most powerful skills still have limitations and weaknesses.

Found a clip of this jutsu on youtube and it's as ridiculous as I thought it'd be. It'd have to take a few major reductions just to make it plausible for the RPG setting.

-it's penetration would be very low.
-it's normal range would be restricted to a couple of meters.
-only a few whips can be launched at any given time.

For it's sheer scope and volume the movie version looks S-ranked, but with the reductions it'd be either B or A-rank (1 point) wihch means you'd have to give it a flaw if a chuunin is going to use it. This is, of course, assuming anime/movie material isn't banned in the future. D:

Errr... I get the feeling we're thinking of two different movies. Did you see a clip of the water whip thing in the Shippuden movie? That's not what I'm talking about. I can understand the confusion, though, since I kind of played off the name.

That's closer to what I'm talking about. Alternatively, you could think of it like a single of those pokey-whip things from the Shippuden movie.

The idea isn't to make a super "i win" jutsu, but rather something with more utility that could be used on a regular basis during a fight.

Arg, this ah-neh-may stuff is confusing me. I'm tempted to ban it all simply to convenience myself, but I guess then you'd complain about me being a manga purist a-hole. It's times like this that I wish Josh wasn't lazier than I am. ;_;

Okay, I've tubed it up and seen it in action. This one isn't anywhere near as obscene as that other one, and assuming you're not talking about yet another water whip jutsu I don't think it really needs to be changed to fit into the RPG. Let's call it C-rank, 1 point. I'll only add that the whip should break fairly easily when it's damaged and falls apart instantly when it's dropped, just like other water skills.

I wouldn't call you a purist asshole. It's your RPG. Do whatever you want with it.

I could almost guarantee, however, that I wouldn't be able to be part of it. Which would be sad, but I just have no idea what is and is not "manga." All I've seen is the anime, and I don't think I'm the only one in that boat. And I imagine that last thing you'd want you, or your staff, doing is figuring out what's anime-only and what's allowed.

And no, no other whips. That's the one I'm talking about.

Originally from the Earth Nation, his sensei Kambei, a high-ranking Jounin of Iwagakure, went AWOL after Iwa and the other Separatists broke the first cease-fire agreement and he took Katsushiro with him. Kambei was killed during an attempt to cross the border from Earth into Fire Nation, and is survived by his student Katsushiro. Now the boy wanders alone, armed with only the most basic fighting skills and a powerful artifact: the Wind Bag.

The Bag has been passed down through Shimada clan for almost two hundred years, yet Kambei was without an heir and when his death drew near he passed the bag on to Katsushiro. Its interior is lined with an ingenious series of overlapping sutra seals that are so powerful some believe it was crafted by the gods themselves. It is capable of containing an unlimited amount of wind-natured chakra, hence the name.

Well, when the manga started Naruto didn't have anything except the Kyuubi sealed inside him. This character is going to be the Naruto-equivalent of the story.
