By training, I'm assuming you're referring to the training program whereas you distribute your stats. If so, then actually, you can train whenever you want, no matter what you are doing in the RPG. If you have 14 points, you can use them anytime.
If you mean training as in roleplaying this big training session that involves your character doing some sort of training with himself, then no, you can't do that while particpating in Burter's saga, or anyone's saga/storyline for that matter.

And as far as the training during a saga, Broli is right, but it really comes to down to the saga you are in and hwo things are going. If you're in some big death tournament or something, you might not train, but if it were something with a little down time I suppose you could. It really just depends on your character and the storyline you are in.

Well, he didn't get training this week. He had 0 free points and all of his stats were still at the default 240/150.
