"Teardrop" by Massive Attack might have done something if it wasn't used as the theme song for House.

Naruto - "sadness and sorrow" (I remember when Zabuza was in tears - wow) "Neji vs Hinata" "Grief and sorrow" (it was so depressing when they used it at the Hokage's funeral) "Oh! Student and Teach affection" (depressing when it was used after Sasuke had beaten Naruto and turned his back on Konoha)
A few other naruto themes that I don't know the name of. One was used when Itachi used the Mangekyou sharingan on Sasuke, just after he had killed their parents. The other was used after Neji had just used the 64 palm strike on Naruto had a flashback of Rock Lee and Hinata struggling to continue fighting.
Bleach - "Here to stay" "Requiem"
"I still miss you" - Probably because it was used in Armageddon.
Does honesty earn respect or inspire revenge? Is it smarter to attack the strong or annihilate the weak?

Emiliana Torrini - Sunny Road
Girls voices are just wonderful, and the nature of this song is sad even without the tone. The amazing guitar doesn't hurt either.
Radiohead's - Karma Police is a sad little ditty too.
Creed's - My Sacrifice: More amazing guitar.
Check out the first one if you check out any.
EDIT: There's a DBZ AMV (anime music video, these things I used to watch like crazy) for My Sacrifice that includes Vegeta crying after losing to the androids. That one was strong at a younger age. Usually music videos make something stronger. Sunny Road, without seeing the video is still really sad.

It was also in an Assassin's Creed commercial. Those commercials introduced me to UNKLE and Massive Attack, that's pretty cool.

My favorite version is by the King's Singers.
But that remix is... I don't even know.

When I said "dwell" I meant dwell on a family member. That brings me close to crying.
EDIT: To clarify. My recent passed grandfather earned a bronze star in Korea. I am also supposed to receive his brothers watch; My great uncle who died on Omaha. He was wearing said watch that day. Basically the military is a up-close and personal subject. So it makes me tear up.

I wouldn't say it'd make you cry, but if you've watched or read Chrno Crusade, it can be depressing to listen to.
