As long as its reasonable, say, 5k would be fine, IMO, max, and split between however many people there are in the group.

At 5k I'd just wish for an HQ or whatever it is you actually want. Could you wish for, say, a fully-decked HQ with all the trimminz?

5k just seems pretty high to me, and just threw that out there as my opinion, if anyone else thinks different, then that's cool too.

We'll basically just take a wish as it comes, and consider it when it's an official request. That's why there are no guidelines as to "this is what you can wish for" in the Dragon Ball rules. It's entirely case-by-case. If you think your wish is too big or unlikely to be granted, think of a back up.

It also depends on the state of the RPG at the time. I won't say that just because someone has wished for a planet in the past that it automatically means everyone can have their own planet, or at least that it will receive official status with the RPG and all. As an example. Its all circumstantial. Part of it has to do with how many people are wishing, the reason for the wish, what it might offer the RPG (or might not, or even it if will cause problems, like wishing people dead or wishing that Earth was eradicated and forgotten from everyone's memories), or what the strengths of the wishers are. In the case of KR being wished for, the participants were all extremely strong, a group of them, and they ended up fighting Shenron for it.
