i've read the rules on the dragonballs so... how can one find them?

You can create a storyline involving essentially anything you want and tie it into finding a dragonball. Since the Galaxial Dragonballs are the ones active you'd do this on Earth. Once you believe you've done enough work to earn/find said Dragonball you're going after, post in the Updates Forum ask for a grading.

I must reiterate however, that you must have Ki Sense or a Dragonball Radar.
