Time Stop

Can time stop be fluffed to be performed with a flute, or something of that nature? Giving it a timeline similar to that of holding your breath, because it ceases when you stop playing.

What does time stop look like to people who it is used against? Say I freeze time then move four steps to the right. Does it make it look like I teleported?

Can you freeze areas, but leave others unaffected? Via custom tech

I'm going to take a stab at this, knowing I might be overruled by other people. I'm not sure what the precedent is, here.

Fluffing with flutes is fine, since that's simply an extension of breath-holding. Of course, any Custom Tech approved along those lines (and that fluffery would indeed need to be a custom tech) would have to maintain the balance of the original intent of the Ability.

As far as how it's perceived, it depends. Time Stop CAN be successfully resisted. Someone who is far more powerful than yourself would be more capable of resisting it than someone who is weaker. Someone who is far weaker will be largely unaware for the duration of Time Stop, while someone who is stronger may be fully aware. There's haziness here.

Time Stop does not freeze time across the universe, but only in a localized space (this space expands with the power of the individual using it; I'm not going to specify an exact size. I'd say, as a rough estimate, a person with Time Stop of Victoria's power level would be able to freeze time across an entire city; someone with a power level of 1000, however, might get a city block or two). Custom Techs that only freeze small areas but leave others unaffected (precision Time Stop, in other words) will have to be up for debate; I'm going to give a tentative 'no'. There is way too much room for abuse in larger fights.

Not that I have teh powa, but my opinion is as follows. As far as playing an instrument, if it's a type of charging for an attack, I'd treat it however charging up a Kamehameha is treated under current rules.

I'd imagine to those frozen, yes, it would seem like you'd teleported. I imagine Time Stop is rather more draining than the nothing required of combat teleport however, and given the attack limitations of Time Stop, the use of it would be limited, even more so depending on whether it has a charge up time or not to use(no idea).

As for freezing areas, sounds OP depending on usage.
Pwn Zone: Freezes the area around the target, allowing allies to ownzinate the contents of the PWN ZONE.

One of things I'd like to clarify from Meer's post is that from what me and Kaden discussed is you can have it manifest however you want. Simone was just going to have it be an activated sixth sense so to speak. (It isn't required to be a Guldo style activation IE: Holding your breath)

As far as the flute being a custom technique? That isn't necessary. That'd be like requiring someone to make a custom so they could carry around a steel ingot to use with Metal Binding or a lighter to create Fire Ki with.
