I don't like to say "she deserved it" about something that could have gotten people killed, but shit...

The joke isn't about her being on her phone. It's about the fact that she was "letting the dog drive". Some people are fully capable of driving and texting. She's a bad driver because she fucked around with her dog. Also because she's female.

I would say that having a dog running around the car is WAY more dangerous than your phone.

It's just as much about the phone. She TOOK AND PICTURE AND THEN UPDATED HER FACEBOOK FROM HER PHONE while driving.

Its true. I remember getting into that argument and having most of the site consider me Satan in regards to that very phrase in the context of the boy who jumped two fences past warning signs to retrieve his hat with his friend before losing the part underneath the hat to an older lady's leg.
