Wouldn't the second move be better off replaced with something that requires ki or some type of technique? It sounds as though anyone can do what #2 is saying and he'd be better off naming another move since that one, as I understand it, is basically free.

It doesn't matter, I could do the Kamehameha or whatever other move another character has, the only difference is that it would end up being weaker then a person who has it in their best move.

Sure someone could do the rabbit leap, but it would be significantly weaker then Monster Carrots.

Yeah. I could just fire a Kamehameha, but it would suck in comparison to someone who's mastered the tech. And therefore their Kamehameha would beat mine. Brutally. With a stick.
