I do not think Vortex would be allowed as it is an instant kill move. There are no instant kill moves because only staff can decide deaths.

Just making sure you understand a couple of things about techniques. An attack (I'll use Kamehameha as an example) is only as strong as the person using it (this is simplified for the sake of conversation); so saying something like "this is wexactly the same as a Kamehameha, but a bit stronger" doesn't really mean anything. If your max ki is one million, and you're fighting someone who's max ki is ten million, they can make a kamehameha stronger than anything you do simply by putting more energy into it.
Secondly, your Vortex attack will have limitations on how powerful it is, regardless of what the description says. If the attack hits someone that's ten times stronger than you are the chances of it killing them are slim to none. Self-Destruction moves are as much allowed as Instant-Kill moves.

Buu didnt die beacuse he only needed a really small bit of himself to regenarate. Anyone else, including bio-androids, would blasted out of existence. Thats why it is an instant-kill move and a self-destruction move.

What he was saying that somebody could use a maneuvar that would block the attack, like myself, I am somewhat his powerlevel, and if I used my Ki Barrier and pumped alot into it, I would probably be ale to get off without damage from the attack, but I would have used all of the ki I gathered, I wouldn't be feel drained, though, because I'm an android. It is all situational.
