I don't think so. However, I do think that other characters are allowed to teach each other their own custom moves.

EDIT: Crappa! I forgot again. Staff are only supposed to answer these. *runs and hides*

As 20 said. We can teach each other our own moves.

But tech's we can not. They can only be learned by the NPC. Or via a saga.
