Cell Jr has all the same techniques that Paragus can get except transformations.
The only thing you are limited to is appearance. You can make Cell Jr to have ANY PERSONALITY you want.
Once again, I repeat, the only difference between Paragus and Cell Jr are appearance and transformations

Cell Jr has more abilities then Paragus, just so you know.
Paragus can't have Kaioken x25 or Super Kaioken, and he also can't buy the Bio Suit. He can't use regeneration, a very special move the only Cells and Nameks can do.
I just don't get your logic. You can make Cell Jr any way you want personality-wise, hell you can even stretch his appearance a little bit. Why not change to a human? They look the same. Why a saiyan in specific when you can change ANYONE's personality to match it
