Incendiary grenades or flamethrowers would be completely useless in a game like Halo. Think about it for a second. Not only are the dudes literally encased in a ton of armor, but there's shields that surround that armor. First off, flames couldn't possibly penetrate the shielding, and even if they somehow did, there's still a ton of metal in between the flames and the Halo-guy.

Although, chucking white phosphorous grenades at a grunt would be sadistically hilarious.

And just for the record; the pistol was made less effective on purpose; Bungie botched almost all the weapon designs in the original Halo, and were trying to make them more realistic in Halo 2. I mean, shoot, in the original, I managed to snipe someone off with a shotgun. Not even joking. And it's physically impossible. Even if I was to hit someone from that distance in real life, the buckshot/birdshot/whatever wouldn't be moving fast enough to cause anything more than a welt in even the most extreme circumstances.

Well, the metal would heat up from the flamethrower and would burn their skin but if you notice, their arms and faces are open to air (covenant), humans are totally exposed besides Master Chief and flood are...well..yeah.
