So, just to be clear, I could PM you in five minutes and say I wanted to go from, for example, B2 to E2, E2 to E4, E4 to H4 all in one shot? And then I wouldn't be able to move until the next IC day.

No. You can go from B-2 to C-2 in one move, then from C-2 to E-2 in another move. I beleive that is the change.
