Setting #1
You are in charge of your own Saga and near the end you have four players who have participates extremely well in the saga and are all four comparable good roleplayers. After some discussion with the Admins, you are allowed to give out one technique: SSJ2.
Candidate A is in no alliance, has been very active throughout the saga, he's the weakest of the four in Ki and almost everyone hate him IC, from which he gracefully survives every time.
Candidate B is in your alliance, doesnt post as often as A but makes longer roleplays, he is nr 5~10 on the kilist. He's one of the keyplayers in your saga and figured out some of the puzzles you setup in the storyline.
Candidate C is a relative newcomer on the RPG, its her second saga, she earned SSJ in her first. Although all 4 players are comparable good, her roleplays make you itch with the depth of her writing.
Candidate D is in a rival/enemy alliance then you're in and is an old chubbs veteran who's been here for years and doesnt have his SSJ2 equilavent power yet, which is surprising as his roleplays are deffinately one of the best(together with these other three) of the rpg.

Who would you give SSJ2? The administrators have given you the full choice of freedom. All four players are the best of the roleplayers in your saga, all around the same roleplaying quality. Although you wouldnt have to give your reasons to the rest of the Staff in this case, ellaborate your decision within your reply. Why do you choose the Candidate that you choose, and also.. Why not the other Candidates?

You're a moderator. Your best friend on chubbs gets into a fight on the Asylum with a new member. The topic was something silly, and you believe that the new member was pulling hairs and trying to get your friend ticked off. You believe the main cause of the fight was the new member, as although your friend can be irritating to others sometimes, he has never had a fight on the forums before. Before you can take actions, Krillin has locked the thread and gave your friend a major Warning for starting the whole thing.

Candidate A: This would be my choice, but not because he is the weakest and therefore should be given more means to defend himself or whatever. He has actively participated, and obviously had to work hard to get as far as he did. Not being eliminated may be its own reward, but to overcome difficult odds (fending off multiple attackers) with flying colors has earned SSJ2 in my book. This guy outshines the rest to me. Your finalists will all be deserving and great writers, but the obstacles you have to overcome to get where you are must be looked at.
Candidate B: I wouldn't pick him strictly because he's in my alliance, but I also wouldn't turn around and not pick him for the same reason for fear of showing bias. If he was a keyplayer in the saga, he'll get a great reward, but that doesn't necessarily mean it has to be SSJ2. The plot-movers don't necessarily get first round picks. His lengthier roleplays compensates for less posting, and is not an issue for not being picked.
Candidate C: She may seem like the obvious choice. Her writing is above the others, and she earned a power-up in her very first saga, an accomplisment unto itself. As good as she is, and as much as I enjoy reading her roleplays, I still felt someone earned it more, for the reasons stated for Candidate A. Shiny up-and-comers don't necessarily get everything at once. If she's that good, this won't be her last opportunity to earn SSJ2.
Candidate D: Although he's one of the best, and consistently been one of the best, time has nothing to do with how you earn your power-ups. He is simply upstaged in this instance, because other than being a great writer, has done nothing else of note to earn the power-up. I would also not deny him simply because he's in a rival alliance, because as staff, you must be unbiased and grade based on effort, not anything personal.

Obviously, there may be a perceived conflict of interest here, as I may be seen as just "defending my friend" and showing favoritism to him. On the staff forum, AIM, or PM, I would have a discussion with Krillin, because it was his call. I would state my opinion, and that I believe the warning was uncalled for, or at least should be reduced in severity, and then begin to display my evidence, proving that it is not just a conflict of interest. I would point out that he has not had any prior history with fighting, and that it is unlike him for this kind of situation. If the new member has been starting trouble prior to this, or displays a provacative personality, I would point that out as well. If neither of those points makes much difference, I would go post by post and give Krillin my analysis of the entire conversation. Hopefully, we could come to some sort of understanding. If we still disagree, I would appeal to a Super Mod and have them give the final word, accepting whatever decision they come to, even if it's not in my favor.

Let's go through them one by one.
Candidate A. He could probably use the technique more than the other 3. He's weak, unpopular, and doesn't have anyone to back him up if the stronger members decide to gang up on him. However, in terms of whether he actually deserves it or not, I think this information is irrelevant. His activity is a definite factor into whether or not he gets SSJ2.
Candidate B. In terms of writing, Candidate B seems to be about the same as A, his slightly lower activity compensated for by his longer roleplays. Once again, I believe the information about alliance and powerlevel is irrelevant - if you deserve the tech, you should get it, regardless of other ramifications. The fact that he's stronger than the others shouldn't give him a handicap when it comes to rewards. The information about working out puzzles seems to give him the edge over Candidate A.
Candidate C. The same argument above applies here. It would be a very tempting thing to say she just got a powerup, so she shouldn't get SSJ2 for a while. But if she honestly deserves it, then she should get it. The tidbit about depth of roleplaying here is what really matters - unlike the other factors for the other candidates, it should definitely be taken into account when deciding who gets the reward.
Candidate D. The fact that he's been here for a long time doesn't help him. He stood out in this saga, but not enough to give him an edge over the others. Whereas B solved puzzles, and C did incredibly in-depth writing, D didn't do much to stand out of the four. Being here for a long time shouldn't be grounds for getting the technique over other people that deserve it.
Initially Candidate A struck me as the person who should get the technique. Like I said above, he could use it more than the others, since he's currently quite weak with few in-character allies. I'd be highly tempted to give him the technique on the grounds of him needing it more, but unfortunately for him it doesn't work that way. You cannot give away powerups out of pity. Things like IC relationships and alliances can rapidly change, and shouldn't be factored in to things like rewards. By the logic of giving him SSJ2, if an alliance picked him up the next day, or suddenly he made a bunch of IC friends, he would no longer deserve the technique. It's a pity vote, and it's not substantial enough to earn him a Tier 2 powerup over the other candidates.
My final choice is Candidate C. The tidbit about depth of roleplays is what really tips the scales here. If she did, indeed, have greater depth in her writing than the other candidates, with no 'buts', then she deserves the technique. B was another thought, but I don't think that solving the puzzles matched up to the quality of writing. As a general rule, I tend to rank roleplaying over strategy, though helping move the storyline along is never a bad thing.
I feel it's important to say that, in a real-life situation, this would probably play out a little differently. Since he would likely appreciate a powerup technique more in order to put him on the same level as the other members, Candidate A would probably get SSJ2. However, B, C and D would most likely get other, equally rare techniques along the lines of Healing and Teleportation, just these would be more utility as opposed to pure power. However, in this scenario I'm going to stick with C, for purely logical reasons.

It wouldn?t particularly matter that the person happened to be my friend. In situations like this, nobody is really ?the bad guy?. But rules are rules, and if you screw up, then you have to take the consequences.
If I genuinely thought that my friend didn't merit the warning, then I'd talk to Krillin about it. I'd explain my opinion, and if he agreed with me, then I'd get him to nullify the warning. However, if we couldn't work out a resolution, and I still thought that Krillin was seriously wrong, I'd take it to the higher ups (SMs/Admins). In both cases, I would probably be at a disadvantage in terms of bargaining power, since both Krillin and the higher-ups would presumably know I was friends with the person. I'd still argue my case, though, and hopefully they'd see my point.
If they still disagreed, I'd drop it. One mod's word against another is one thing, but if you're the only person that thinks a certain way out of a group of people, then regardless of what you think, you're probably wrong. Such is the evil of human interpretation. Whether the warning was fair or not, it's not worth causing a huge dispute over it. If he truly is an easy-going friend, then it's unlikely he'll get another warning anyway.
In regards to the other member (the one suspected to be pulling hairs), I'd take a good look at what they did as well. Unless they was doing something obviously against the rules, I probably wouldn't warn them, but I would most likely give them a verbal warning, letting them know that if they continue, they'll be warned for real.

Raditzu is on a 4 week vacation. Reijin makes an announcement in the staff forum about a new tech-combi between Pyrokinesis and Healing. (Which he happens to have both.) The new combination technique allows the person using it to have a Burning Aura, enflaming yourself while your body heals up the damage done by your own flames. It effectively is an hour long powerup of x1.5 above your normal powerups, but after the hour your stamina is extremely drained.
Two moderators are against the new combitech. One moderator doesnt care. Two supermods are against it, the third thinks the idea of combitechs is splendid.

It is to my understanding that staff does not run on a democracy. Whatever the opinions of the mods, admins have the authority to overrule, even if the former have majority. Therefore, the only logical conclusion is that we must overthrow Reijin in a vicious and bloody coup d??tat.

I would disagree. People are already allowed to make their own combinations for every 50 intelligence, so if they want to do something that involves Healing and Pyrokinesis, they can submit that move for approval like anyone else. We already have enough power-ups, and I feel it is unnecessary to add another. If he is stubborn and refuses to let go of the idea, I would at least try and compromise and ask that the power-up aspect be removed and think of a system that could be created and fully fleshed out to promote combination techniques that are powerful. If he continues to be stubborn, I would try a different compromise and suggest that we incorporate these combination techniques as add-ons to power-ups, making the specific combos only usable during a power-up, but not increasing the multiplier in any way. If he still refuses to yield, I would make sure it wasn?t a conflict of interest (him wanting the combination technique because he would be one of two people to have Healing, and the only to have both that and Pyrokinesis), and then try to reason that nearly all of the staff is against this (and hopefully have their support), compromises have been suggested, and point out that he is being hardheaded about the whole thing. If all of the above fails to work, I would be left no option but to wait until Raditzu gets back to sort out the business, having tried everything I can think of.

In a situation like this, there's very little you can do. Obviously, since most of the other staff are against it, Reijin is in the wrong (I also disagree). At first I, with the other staffers, would try to reason with him, suggesting that instead, he try to find a best move adaptation of the combo, that wasn't a powerup. I'd point out that most of the staff disagree with him, and explain that the members would be pissed. If he still says he's going to implement it, whatever happens, then I'd say, "ok, but just wait until Rad gets back to announce the tech combo." If that happened, once Rad got back I'd hand it over to the long-haired wonder.
However, if Reijin insisted on implementing it right away, there's really not much I could do. I'd argue my case strongly, and point out that some people might see it as staff bias, or leave Chubbs, but if Reijin won't listen, then there's no point continuing to argue. At that point, I would simply wait until Rad got back, and hope that when he did return, he could work out some way of removing it. In the meantime, I would tell any members who are annoyed what the situation is with the staff disagreement, and urge them not to take any action (such as leaving in protest) until at least Raditzu returned.

I would select Candidate A. There were two ways I thought about looking at this, either simply from how they did in this saga, and from how they have done over their entire time at Chubbs. This was actually the difficult part, deciding between whether to decide to give it out based on just the saga, or everything, because that would decide the winner, in my opinion.
In the end, it came down to be between Candidate A and D. I finally decided to judge it solely on the saga, in which case, A was more active and had to overcome more IC difficulties than the D did, due to how many IC enemies he had. If he survived that long, he was certainly doing something right.
The reason I didn't choose Candidate B was very hard to determine. However, I simply didn't think that he had bested Candidate A in his participation in the saga. He may have made some very good, long roleplays, but Candidate A had more obstacles to overcome to make it this far as well, so I gave the more "short-term saga" to A instead of B.
I didn't choose C simply because she hasn't been here very long. She's obviously very talented, and giving her the highest tier there is in her second saga would take away a reward for her to shoot for in the future. If I gave the powerup to her, she would lack a reward/goal to shoot for in the future, and Chubbs might lose her as a member.
And I didn't choose D, simply because I decided to give the powerup out based on how people performed in the saga. A was more active than D, and had the same quality. It's a shame that D still hasn't gotten SSJ2 after all this time, but A simply performed slightly better in this saga than he.

I'd get on AIM and message him. That is, assuming you meant it to be Krillin specifically. Because me and Krillin get along pretty well, and could probably sort things out well on AIM. Another staffer I don't know as well, I'd probably PM. Regardless, here's what I'd say, more or less:
"Hey, Krillin, I want to talk to you about that whole situation that just happened on Chubbs there. I don't think that he deserved such a major warning for what he did. Sure, he was at fault for flaming, but look at what was going on there. He was being led into it. He should have kept his cool better, and still deserves to be warned, but not a major one. And for sake of fairness, I honestly think that the other guy was flame-baiting him. It may have seemed kind of pointless, which it was, but he was instigating that to some extent. If it was me, I'd have given them both a minor warning, and ended it there. If you don't agree with me here, that's fine, but can I just hear your reasoning behind it? I might have missed something that you spotted in all this."

My initial reaction would probably be something like this:
"Woah woah woah! Hold up there partner! The idea behind the tech is a good one, but that sucker is way out of proportion in power. I'd like to see something like this implemented, but that's simply way to overpowered for me to want it to go through right now. I wouldn't have any problem if it didn't power up the user at the same time. Flames that heal the user and damage a foe are perfectly fine, as that's what an obvious combo of Pyrokinesis and Healing could be. However, I just don't see any coherent reason why there should be a power amplificaiton from it, especially of that magnitude. It's 1.5X higher than our regular powerups! I'd be fine if we can just take off the powerup."
And assuming he refuses to change it, here's what I'd do next:
"Come on man. I'm not trying to sound mean here, but the majority is against the move as it stands. Refusing to compromise on something makes it so both sides lose. Let's just talk out how to make this work so it seems fair to everyone, alright? I want to hear your reasoning behind having the powerup combined with the rest of the technique. I'm aware that the user will be severely drained afterwards, but that just doesn't seem to offset the benefits enough. That move is basically turning the user into an fiery, regenerating, invincible behemoth. You can't have all three of those in one move. I'd like to see combinations implemented, but unless you're willing to make the move more fair and compromise, I'm going to go with the majority and shoot it down as well."
