It's not going to be completely random. Burter will try to have the powerlevels of each army be roughly equal.

And I believe that the background of the characters will be a deciding factor in which army they get drafted into (since I believe there is an 'evil' and 'good' army, as long as a 'neutral' army and the outcasts, who represent all the misfits and so forth).

Do cities have militias for protection, or do they rely upon garrisoned troops for protection?

They have minimal security, like city guards and primitive defensives weapons/techniques. So yes, they will depend heavily on the country's military, as they can't stand up to an army all by themselves.

Any idea how long it would take to take a city?
Like If i went into Outcast's laterritory with the Syntech army ... no one was there.. but a city lays there How long would it take to make that square mine? Do I take the city as my own? Or do I raise the city and make the square mine and have to start from scratch?
