I will be doing all negotiations with Rad village under garlic's orders. Will i be roleplaying everything up to when the "mayor" decides whether to allign with us or not, correct?

Or do i roleplay it all?

Yea, roleplay it up to the decision. Best way to go about it is to make your plea and leave, having them send a messenger up with the decision

To talk to a nearby village via messenger, how close do you have to be to that village?

If it's not one of your own villages, I'd say a square away
