Because they cause many issues within the system in regards to MIA status, in regards to relationships between the characters themselves, in regards to the history of the site, and in regards to joining issues.

1) Uhh, I'll address the portion I understand: likenesses to canons will not be allowed for customs. So you can't spray-paint Trunks's hair and call it a custom type thing.

2) The canons will be NPCed by the staff and used at the staff's discretion. However, there are guidelines for bloodlines. Don't have 'em on me.

I'm gonna say No on this one for simplification. If we allow this, then the question becomes "How much must a character be edited from the original for it to be acceptable", and some members in the past have been known to be problematic on issues like this.

(6) As for #3, I was asking if it would be alright if our characters knew everything the canon characters did, for example: I've RP'd to this point that Borgos has been an undercover Agent for Vegeta-Sei for many decades. He has had many aliases (some of them being old characters I'vep layed), and if I wanted to RP that this guy was actually using the name BORGOS as an alias (which would make the plot A LOT more interesting), could I?

As of right now, I see no problem with that. Thus, a tentative Yes.

(7) Will you have racial stats/traits/techs that are for the basic Custom DBZ Universe races?

We have plans for this.

I share a question with Borgos, and, unfortunately, I did not find much satisfaction in Heffers' answer. I have plans for my custom character to be the offspring of Buu. When Buu dies right before the reset, he's going to spit out an egg that will hatch my custom character. Will this be allowed?

A lot of people are probably thinking about the whole off-spring thing. Luckily, we've already covered this in the dev forum.
