Bulma was correct, actually. Powerups are forms of techniques. If you had earned a powerup within the specified time frame then list it as a technique.

Ok so about power-ups and such.

Androids upgrades and the Enhanced Biosuit do they get reported? And as what?

I would say if you earned an Android Upgrade through a saga or somesuch (basically staff awarded it to you as a prize) then mention it, but if you just bought it then don't bother.
