Untrue. You only need meet both requirements. They don't have to be met at the same time. Or at least, we've awarded it based on that assumption many times before. *Shrug*

Then it must either have been changed lately, or I could be mistaken. However, I distinctly remember having the rule held that you had to be at 300 Intelligence for the full length of time listed under the Techniques page, even though that's not technically how it is worded on the Main Page.

Yeah. So did I, and quite a few others, which is why I'm unsure of Krillin's ruling. Not saying he's wrong, 'cause I'm not entirely sure myself which one is "right". Honestly, I don't really see a problem with either ruling.

I will point out that I disagree with Burter and Bra's ruling, but /shrug.

Personally, I feel you should be at the stat reqs BEFORE the other reqs are checked. You are not able to take your driver test a few months ahead while you are fifteen and suddenly get your liscense mailed to you the day you turn 16, they make you wait till you are 16 to take the test no matter how well you can drive. You can be doing freakin' barrel rolls in your car and leaving no scratches and they'll go "That's cute, lern2lvl"
