Player influence on planets

How much can players influence the situation on any of the established planets? Can they change goverments? Can they change the existing order? Can they rule "behind the throne" meaning they don`t rule the planet officially but unofficially (I know that they can`t become official rulers themselves)? Can they hold high positions? etc.

Its possible, but its really something we'd need to judge on a case-by-case basis.

Personally, I like the idea of characters having major impacts on the landscape of the game, but one dude walking up, destroying armies by himself, and single-handedly conquering a planet is a bit out there.

We've had planets change rulers by player influence before.

One time they got permission beforehand, and the other time was for a quest.
