Is the Majin ability a technique or a move?
Since my character has magical powers, it would be really nice to have it.

If it hasn't changed. I beleive that the ability you're speaking of is limited to the characters that were made by magic. ie: Majin Buu, Super Buu and Kid Buu.

Do you mean the ability to increase people's strength and control them by putting an "M" on their foreheads?
If so, players can't use that ability.

Ah, allright. Thank you for claryfying that. What about Parapapar (or however its spelled), the ability to change the einviorment in which two fight? Is that also not a player ability?

It depends on the specifics of the ability. We're not going to let people have a best move that says "the user can change the environment to anything he wants." I believe Aqua has an ability that lets him create a field of water. Something like that is fine.
"Paparapapa"seemed to just be something Babidi said to cast any spell. It didn't seem to be tied to one specific skill or ability.
