You'd probably still need to buy a tech to apply Wind Ki in that way.

And that tech would probably be just as expensive as Super Leaping, save maybe a discount or something.

You'd need Super Leaping.

And Belle is correct, if you wanted to create a custom to combine Super Leaping and Wind Ki you could do it.

Only two ideas dealing with Super Leaping.. would be... that 'Double Jump' Rad made in that one Calculating Catastrophe thing... or a 'Pillow landing' but I'd use that to even catch allies with to soften or catch their fall....

Feather Fall would be allowable, probably. A big upward gust of wind to slow you down. I'd be cool with that. But it wouldn't help you jump higher, just slow your fall. So you could feasibly jump off a cliff and just flutter to the ground. It'd be fine to catch friends with it, too. You wouldn't even need super leaping for that, really. You already have wind ki.

You actually just by Super Leaping.

It's fine if you want to RP it as Mal using wind, but you still have to purchase the standard Technique.
