Do they have to get Regeneration to have the basic function of being repaired after a fight?

I would say that Dr. Gero's androids (minus Cell) are a good example of the normal function of repair, whereas Cell and Metal Koola represent Androids with Regeneration.

Whats the call on this?

My non-staff guess is that you don't need Regeneration to be repaired. Humans are naturally assumed to heal from their injuries over time, and as the difference between Android and Human is currently flavor, Androids are probably assumed to be able to repair themselves at roughly the same rate.

I always imagined Regeneration to be useful for healing oneself during the course of a fight, whereas all races have the ability to slowly heal themselves after the course of a fight, like Belle said.

I actually agree. And its somewhat assumed that if you get too damaged inside of a fight, that you can go rest/repair/heal somewhere before your next fight. Its good roleplay fodder, but that's ultimately up to you.
