Why is there a PP requirement for Mimic? I understand the switching of abilities is a powerful tool, but isn't it already disadvantaged enough? I mean, you can't really build any custom techniques for Mimic, which is, like, the best way to customize your character, unless you want to spend ungodly amounts of XP building Custom Tech Sets for each ability to plan on picking up along the way.

I agree with this. If you have to be physically touching the target, AND you don't retain the ability afterwords, a PP charge seems as though it makes it a bit too costly. If any one of these variables was changes it seems to be balanced enough.

Mimic requires 2 PP to activate and you permanently keep said copied ability until you so choose to change it or discard it.
Anything you create for said ability becomes locked until you encounter it again and copy it for a second time.

It was decided that Mimic would be too powerful if we did not place restrictions on it. The technique allows you to acquire any ability that your opponent has in the middle of a battle, and then retain that ability for as long as you want. You can even create techniques for the ability you have copied while you have said ability. Make no mistake, even with the restriction on Mimic, it is conceivably the most powerful ability on Chubbs- it just takes time.

Can Mimic be used against NPCs for the user to freely gain any ability at his whim? Else this ability is purely player versus player which means that you must fight the same person over several times to become nearly as powerful as the person because you need custom techniques.

In a Saga it could be used against a Staff Created NPC, but not in your personal roleplays and saga's. And no you don't have to fight the same person several times, you maintain whatever ability you copied until you decide to switch or drop it.

Oh, crap! I must have misread it. I wasn't under the impression that we could maintain it!

No that's not what I mean. This is an example without roleplaying skill involved, but just my thoughts.
Imagine this, we've got a scenario of a rivalry. We got Goku with Mimic and Vegeta with Elemental Ki: Awesome. Because Goku didn't realize he disliked Vegeta enough to start a rivalry, he didn't make custom techniques for Elemental Ki: Awesome, but Vegeta did because he had it from start.
So first battle: Goku gets Elemental Ki: Awesome but can only use very basic stuff, so Vegeta wins by custom techniques. Goku escapes the battle and buys some custom techniques to actually match Vegeta, but he'll still be at a disadvantage because Vegeta would have purchased new ones.
Reading over this this is a far-fetched 'what if, what if' scenario, but this is what stops me from getting Mimic. As a new character I would have to decide to become good with a certain ability and that for me removes the will to get the ability to temporarily have all ability. I'd rather be an expert than a jack-shit-of-all-trades.

Well that's more of a personal choice though, I mean as a proud owner of a character that HAS mimic, I think it's an invaluable skill that can allow him to adapt/overcome just about any situation without being solely focused on one crazy power.
Now I can write about having ALL THE CRAZY POWERS.

That's not exactly my point. It just seems to me that Mimic is lackluster in the mimicking department. Maybe if it could mimic custom techniques temporarily, it would be good, but just having the basic of the basic of other abilities doesn't seem alluring.
Take Ki Specialization. You copy this and wooptidoo, you now have imba specialized ki. You also gain ki control. But without custom techniques as cool whip to this delicious pie, it just doesn't seem fun to me.
Same with Martial Arts and all of the Elemental Ki. Even if you do have ki control going into the fight (better have had the Foresight (yeah I know I suck)) without any custom techniques, you're just spouting small ki blasts of earth, wind, fire and water.
Even when not discussing power in any way in player versus player battles, it is pretty boring because you can only do the basic of the basic versus the other player unless you survive the encounter and re-do the battle later with custom techniques.

If that stops you from getting Mimic, don't bother getting it.
Mimic is more capable then you are assuming, at the worst it's the same as any ability because you can simply choose to stick with one ability and completely flesh it out like any regular member of the rpg.
However, there comes a point where making techniques for a certain ability becomes redundant and pointless. People without Mimic need to go find a Dragonball, people with it can switch out to a new ability and build their skill set all over again.
Mimic completely bypass the need for Dragonballs and the RoSaT.
If you're really smart, you'd always keep a surplus of XP on you so you could quickly acquire techniques in the middle of a fight and you'd create generic techniques that could be enhanced through the use of various elemental ki's.

I actually never thought of making generic techniques that spread over several abilities nor about Dragonballs and the RoSaT. Does bring a little bit more pro than cons on Mimic.

I was thinking the other night about making custom techs that would make mimic itself a little bit better (though I also noted how ungodly expensive they might be), like the ability to mimic after watching them the technique as opposed to having to touch them... or something, I dunno I'm having kinda a slow day.
But just imagine if you could sudden;y GAIN teleport or something like invulnerability or regeneration or healing. All of those, even on the most basic level, are freaking awesome to have handy.
