So, I know before a dead person couldn't spend zeni. Is this still the case? Do they have to be hanging out in fleshland in order to make a purchase? Can this be made explicit in the Death part of the rules?
While I'm here, is there a quest that needs to be taken to move between heaven and hell or vice verse? Not planning on it anytime soon, but I know this was brought up before and it doesn't seem to be listed one way or another in the rules.

As far as I know it still exists. You cannot spend zeni in the AfterLife.

Because you can exists in the living realm (albeit with a 50% CA debuff, right?) and can physically interact with that realm, you can fight, participate in sagas, etc., then it doesn't really make sense that you can't spend zeni while you are dead.

No, that makes it even more logical. Now that you're able to goto Earth and such it makes sense that the AfterLife would bar you from using your zeni because you now have the option of GOING to Earth or some place in the living realm to do it.
EDIT: Which to clarify part of your original post because apparently my mind is not with me at the moment. You have to be outside of the AfterLife to purchase with your zeni.

So, if your dead and you visit Earth, thus you're physically outside of the afterlife, perhaps not spiritually or metaphysically or whatever, you can punch walls and eat steak and molest strippers, but you can't reach into your pocket and walk into a store?
Or am i confused?

It'll be addressed very shortly.
I thought there was something in place that currently is not. It will deal with this.

Understood.

Just as a note, if zeni purchases are not allowed, that will not permit travel between planets for the deceased. Unless, of course, this is addressed in another means.

Just out of curiosity, why would you do a transference quest as opposed to just completing a penance quest? Just in case you wanted to chill in the afterlife I guess?

Transference Quest is easier.
