OK... I know I get ragged on for my typo's and grammar problems... so lets see if I can work on it a bit yeah?
OK... do I, or don't I capitalize the name of a race?
IE: 'The Namek glared his furious gaze'
Does 'Namek' need to be capitalized? Why or why not?

It does need to be capitalized, because that is convention.

To give a proper (pun intended) response: All proper nouns are capitalised. Proper nouns are basically names of people or places. Countries, cities, towns, people, all capitalised.

Calling someone a Namek, capitalized, seems odd when you think about it. It's short for namekian, isn't it? Do we capitalize "human" like a proper noun? Or earthling?

Depends on how you use it. I don't say 'The Human glared furiously'. I say 'The human glared furiously'. Human in this case is not a proper noun, it's just a regular, plain-old noun. If you're using Namek as a proper noun, as in 'I want to venture to the planet Namek', then, yes, you need to capitalize the word.

What about Mystic(it's also the name of a Race I roleplay with)?
I feel that saying, 'The mystic grabbed his sword' undermines that it is actually the name of his race.

I don't think capitalizing the first word would really indicate that it means his race anyway. Leave it uncapped.

Never put your punctuation outside of quotes unless you're referencing something.
"Name?" he asked.
You don't need a comma if you're dialog is a question. If it's simple speech,
"Mal Nova," he replied.
As for referencing something...
Example:
I was reading this thing, and it said "That's great stuff!", but I didn't really understand it.
Does that help?

No, you only capitalize a word is it's a proper place (aka, McDonalds) or a name (Henry, Bob), or the beginner of a sentence. Like this.

Dialogue is like a sentence all in its own. When someone speaks, you don't capatlaize the next work unless you ended the sentence.
"I don't have any idea," he said.
I don't have any idea, he said.
"I don't have any idea," he said. "There was something about her." The man turned, and made to leave the room.
So, typically, if you make someone say something, never capitalize "he said" "she said" "murmured" "laughed", anything that would indicate them saying something. The way I learned, is if they're doing an ACTION, you can end it.
"I saw it! Over there!" The boy ran away, waving his hands wildly.
"I saw it! Over there!" he cried, and ran away, waving his hands wildly.
As for the "but", no, because the exclamation point was within the quotations. You were inserting the direct quote from another source, within a sentence.

"Here." She said.
That is improper.

I read that guide when I came back... Or glanced it. I was already a writer on this site... figured it was for the new guys.
I'd rather do it my way better, because I can remember this way. And it gets people like you talking
