I like all of that on paper. The best junglers can clear jungle with enough HP to gank at around 4 minutes. That's really too quickly to be able to gank anything most of the time. Being able to circle around and grab a second round of XP is just an awesome option.

The only thing I don't like is that these changes would make counter-jungling more difficult. As long as they don't have creep camps "refill" after a set amount of time, you can just leave one wraith or one wolf and still counter-jungle.
