New move/technique?
#1
I think it might be a typo there.

Also, you could make a tech like that, like a guided Kamehameha, but it would need a name and would have to be not too destrcutive.

Piccolo used a technique like that in his fight against android 17. I know it has a name, but I don't remember it. No doubt you could find it somewhere on the net.

As far as the whole Kaioken thing goes, it should read "Required ki is 1,000,000 with a determination of 90." Hope that clears up the confusion. I'm not sure what VJ was thinking when he wrote that. Most likely he wasn't.

Isn't the Kamehameha a guided attack? In the fight between Goku and Raditzu, Goku guides the kamehameha at Raditzu after it misses.

Kakusan Yuudou Kikou Ha is also a name for the guided scatter shot move.

That sounds more like a modified Soki Dan. And that move is allowed. If you want to make that one of your moves and then play around with its execution, thats fine.

(Soki Dan is Yamcha's controlled ball of Ki.)

In the dub they had Goku say "kamehameha" when he made the balls. Whether or he was actually using the kamehameha, I don't know. It's probably safer to say that they just added him saying it.
