I haven't gotten it yet (is sure 18 has) but for any game, you mainly only benifit at levels 30+ on expansions. In fact, the Rise of Zilart expansion that's included only is useful after level 30 (it is why you have subjobs).

The new expansion has a few neat things. New items, new mobs, new areas, and the Promyvian battles. Those are for 30+ usually, and they're very hard. SE is coming out with a patch soon to fix the AH prices and how hard those battles are. You'll probably want the expansion if you intend on going to the other areas, even to lvl, and if you want to fo Promyvia battles.

Uhm...You group up with people in alliances and run into another realm and slaughter enemies, and get to a big bad guy and kill him.
