Here's what we'll do.
Anyone who wants into the tag team title race, we'll split the teams up and put them in two matches of singles action
The two teams who end up winning the singles matches will go up against each other next week for the #1 Contendership. If both partners win, they automatically get it.
If you want in this Tag Team Turmoil Contest, register your team here. Champs need not apply.
Keep in mind, ALL MATCHES IN THIS CONTEST WILL NOT EFFECT YOUR RUMBLE NUMBER.
Hellfighter, you'll have to work out a title shot with Waff and Aqua, as champ and #1 contender. I'm not touching their eventual match without both of their consent

Majin Buu enters the office. His presence is immediately noted, judging by his gargantuan size. He stands in line behind the quabbling Waffuru, HF, and Aqua, and awaits his turn. Finally, he arrives, and speaks to Burter.
"Listen, Burt," he begins, "I'm just starting out, and very superstitious -- which is why I'm a bit edgy 'bout starting on thirteen. That's why I wanna face someone on my level. Gimme Migoren, Jeice, or Vegeta. Now, of course, nobody on the former list has agreed to it yet, but you find a way to make them agree, because I don't wanna be facin' someone up at the top in the first round."
Burter stares at Majin Buu for a few seconds before he replies.

It would probably go up minimally since you're a lot further up then him already. Losing would bring you down pretty far

So... it would be in my best interest to fight as few matches as possible, and of those I fight I'd want to win.
But, since you said this tag thing wouldn't count for/ against our rumble number I'm liking the sound of that.
