Gotenks isn't allowed because he is a fusion character. Vegeta (The one that is shown frequently in the series), is active I beleive. Trunks is only allowed to be given to certain people.

FYI, you don't HAVE to be a saiyan, you know. All races have equally balanced power ups, but saiyans are the hardest to earn.

Big Bang Kamehameha is probably the only one that is acceptable. The others are too powerful, or are abilities. Best moves need to be Ki attacks that don't boost your power, or disable an opponent too much.
