It's a saga. Basically, every now and then, a story comes about for people to participate in. This story, or saga, has a plot, characters, and the like. Some sagas can range from a madman trying to take over the world and the members of Chubbs trying to stop him, or, in this case, the Cold Industries Army is taking over the universe. It will be the members' jobs to join the resistance forming over a multitude of planets to stop this from happening, that is, of course, unless you're part of the Cold Industries Army, such as myself >=).
For this saga, you can choose to either join the resistance, try to remain neutral, or even perhaps the Cold Industries Army would take you in, as much of a target that would make you =). I wouldn't worry too much about shops and the like. The resistance will have smuggled in supplies to be put up on as a shop and the like, though finding a resistance group with supplies may be hard to do. More of a thing to leave up to staff.
Sagas are fun to do, and always involve rewards at the end for those who deserved any. Beware, you can die in sagas, so it's up to you which saga you want to participate in.
