To start an alliance, just round up people whom your interested in.
We only ask that you have some kind of IC relationship with your alliance. As for those taking members, I can't speak for anyone. All I know is my alliance is not and we have our eye on someone already
Oh, and some times it's best to go solo if you can't get an alliance immediately.
