In a fight between two people, if someone were to use it would it be the deciding factor to win the fight whoever used it? Assuming that the two players are on the same level of power.

Simply using one wouldn't assure you victory but you would gain a big advantage over the other person.

A jump in your stats that large will have a big effect. And if you have a powerup it has an increased effect, because the Heart of Courage will add stat points before transformation, allowing those to be increased by your multipler. This is where the true power lies.

The ki increase from eating one is something like 200,000.

Here's an example:

SSJ2 -------- Raditzu Max Ki: 113,025,000
SSJ2 Raditzu w/ HoC Max Ki: 121,275,000

That should give you some kind of idea of the power of this item.
