Those are the pure base stats. No way you can make one drop.

Only way you cna edit stats is by the weekly training of 15tp, & by putting these in certain places.

No, the skills can change. Some people, like me, don't start with any.

Regeneration is something only Cell, Cell Jr, and Namekians can do. It's reproducing a lost limb.

You can only absorb NPCs. If you want to absorb a PC, you gotta plan it out with the handler

Cell Jr. can't absorb people. Perfect Cell lost that ability when he absorbed 18 and, since Cell Jr. is a copy of Perfect Cell, it stands to reason that he can not absorb people either.
